Contractor Appointed to Redevelop Charlton and Albany Houses
Council chooses Higgins Partnership to lead project

Hounslow Council has appointed Higgins Partnerships to lead a major regeneration project in Brentford that will deliver 182 new council flats, replacing the ageing Charlton House and Albany House estate with a modern neighbourhood.
The development marks a significant expansion of the borough’s social housing stock. The existing 92 flats will be replaced with more than double the number of new properties, all for social rent, and designed to meet the needs of a growing local population. Around 30 per cent of the homes will be larger family-sized properties, addressing one of the borough’s most acute housing pressures.
Alongside new homes, the scheme will introduce ground-floor commercial space to support local businesses and services, and more than 2,500 square metres of landscaped green space, creating a healthier and more welcoming environment for residents. The council says the new neighbourhood will be energy-efficient, low-carbon and built to modern standards of safety and sustainability.
The project has been shaped through extensive engagement with residents. In a ballot held on the estate, 87 per cent voted in favour of redevelopment, signalling strong community support for the transformation.
Councillor Tom Bruce, Deputy Leader of Hounslow Council and Cabinet Member for Regeneration and Economic Development, said the scheme reflects the borough’s commitment to delivering high-quality, secure and affordable homes. “We’re excited to start working on this development with Higgins Partnership, delivering 182 homes to fit residents’ needs,” he said. “It is our ambition to support residents to live in good quality, healthy and affordable homes that are safe and secure, and through Charlton and Albany House we hope to achieve that.”
Declan Higgins, Chief Executive Officer of Higgins Group, described the project as a landmark regeneration scheme that will “make a lasting difference to residents’ lives while supporting the council’s ambition to create sustainable, thriving communities.”
As part of its social value commitments, Higgins Partnerships will work with local organisations to deliver training, employment and community initiatives throughout the construction period. This includes work experience placements, business support for voluntary and community groups, and more than 750 hours of volunteering to support projects tackling homelessness, crime, social isolation and health inequalities.
Construction is expected to begin in the autumn. The redevelopment forms part of Hounslow Council’s wider housing and regeneration programme, which aims to deliver 1,000 new council homes across the borough, improve infrastructure and create sustainable neighbourhoods.
