Bid to Put Nine Flats in Loft of Great West Plaza Block

A fresh planning application has been submitted for an office building on the Great West Plaza site proposing the creation of nine new residential units within the building’s loft space alongside external alterations to the roof.
The scheme for Unit 4 of the East Block on Great West Road by Urban Infill London, forms the latest chapter in a long and complex planning history for the wider site.
The East Block sits on the south side of the A4, a mixed-use cluster of commercial and residential buildings that has been the subject of multiple redevelopment proposals over the past decade. Earlier applications for rooftop extensions and additional residential units at Great West Plaza have attracted significant comment, with concerns raised in previous years about height, massing and the cumulative impact of incremental additions to the site. An application (PAC/2024/2967) for prior approval to convert the lower floors into 42 flats was refused in 2024.
The new application focuses specifically on the unused loft level of Unit 4. It proposes nine self-contained homes supported by a package of improvements including a communal amenity area, children’s play space, 18 long-stay cycle parking spaces, two short-stay spaces, four parking bays (two with EV charging), and a passenger lift to ensure accessible access. The applicant states that the design responds to the surrounding context and that the building is neither listed nor located in a conservation area.
The plans also emphasise compliance with accessibility standards and note that the site has no heritage constraints. Historic mapping included in the submission shows how the area has evolved from open land and industrial uses to the dense urban environment seen today.
