It's news to me and you probably need Adam Beamish or similar to explain. From what I can see it's a part replacement for S106 money, and is a charge payable to the council when new development takes place, intended to cover or help with the cost of creating new or improved 'Community Infrastructure' which I take to mean transport links, schools etc. It seems the Mayor takes some CIL as well as the local council.
