In my very hazy memory I don't think you have to get planning permission for something if it is only held 28 days or less in a year, I believe it is deemed 'temporary'. Traffic issues may be another matter for the highways people.

Sorry, but can you just open up the entrance in Wood Lane with a change of use of the established club, without some sort of planning permission?  What about the houses either side of this entrance and what about access onto and off of Wood Lane?  how many cars and people will be mixing on the shared pathway from the main road?  Just wondered....
