Because I'm wrong !.Just reminding myself of this, yes planning permission for the permanent use of the building for A3 (restaurant/cafe) purposes was refused in May 2013, however under newly introduced legislation at the same time it is possible for an office use (the building was previously lawfully used as an office) to be converted to a restaurant/cafe use for a period of 2 years, as long as the owner notifies the Council first, which in this case was done on 15th July 2013, so infact the building can be lawfully used as a restaurant/cafe until 15th July 2015.So I apologise and hold my hands up to being completely wrong, the temporary use is actually lawful at the moment. Sorry.
