potentially dangerous structure

I am trying to report a potentially dangerous structure in a ground floor of a block of flats in Brentford on behalf of a relation.There is a crack from floor to ceiling in an outside wall that you can see though, we got though to building control who cannot help.We tried Hounslow Housing repairs who are just not answering their phone.So if Building control cant help, what sort of council are we dealing with.

Building Control Did Not want to know.Houunslow Housing repairs just dont answer their phone and cut you off.It is going to be inspected because of the system of "I know a man who knows another man who can chase this up" most residents wouldnt have stood a change today.
