Hounslow Council being secretive regarding Rugby tickets

I submitted a FOI request on the 11th September to find out how many tickets (if any) Councillors and Officers had been offered for the Rugby World Cup 2015 and for what games and who if any accepted and used themAfter chasing for the answer as the 20 working days had elapsed I received a response from an Andrew Hodkinson on the 21st October stating that........"It is understood the Leader of the Council has accepted two rugby tickets but there is no further information"Of course this response was totally useless so I e-mailed back straight away asking for all of the information I requested but yep you guessed it total silence since and not even a response from the OfficerWhat is being hidden here and why?

Shame he did not donate to some of those who have been let down by his hot air promises, or those most deserving who put in genuine time and effort not subsidised by an employer.

Well I have now received I think three almost identical e-mails from different officers telling me that the Chief Executive was offered a ticket for the opening England game against Fiji and a ticket for the England v Australia game both played of course at TwickenhamIt seems that she declined both but the Leader of the Council used both instead of her

I wonder why we don't expect the Rugby people to disclose how and who they give free tickets to, they are often worth a fortune..

Yet Richmond publicised how many tickets they'd got and even which matches the Leader of the council was going to. We can only hope their passive and clueless behaviour when allowing the RFU to do just as they like was worth those tickets. Let's hope that doesn't bode ill for those of us who live around here when normal service is resumed after Saturday.

What does he mean "there is no further information"?Does he mean that he has no further information (what happened to the requirement for elected members to declare gifts in a public register?), or that he just doesn't intend to give you any further information?  Either way this is an outrageous non-response and a complete abuse of the FOI process.  Yet one more example of the contempt this administration has for the whole idea of engaging with the community in an open and transparent way, a contempt which it would appear now permeates the whole organisation at both councillor and officer level.
