At times I believe the 'civil service' and 'private enterprise' become too entwined and need to be clearly separated and demarcations set. Civil service is there to provide a service (same as military service in that both provide security and the protection of our way of life), and private enterprise exists to make money. It's true that on occasions both can work to the same goal, but it's also true that human nature constantly tries to find and pick at holes for the benefit of the few.This is what's happening with a select few in Hounslow.  Most likely it's happening in many other boroughs, but here in Brentford it is out of control.  A 32 storey double tower block!, an 'enabling development', an 'only for rent' tower block. The list is endless.The Cannes property fair is a good example of the approached being used. All paid for and sponsored by private enterprise with the sole aim of allowing high profit developments. What better way to maximise profit than to bring a lot of councils to one location and have them bid the most attractive package for development, 'yes it has planning for 8 stories but I think we can push that to 32 quite easily'.Even the cycle ride to Cannes is sponsored by an investment firm, and you'll notice no claims for it being green or environmental due to the size of the support fleet.  Lots of councils are using this sponsored way to get there, a 6 day cycle ride with nice hotels, good food, free wine and plenty of chats in the ear, all on council time.Incidentally all publicity about the cycle ride is getting to Cannes.  Any one figured out how they get back again.Cannes unethical - Yes, most definitely
