It's quite simple.People Can't and won't be bothered.Take a look around, See how dirty and slovenly people have become. Many front gardens are a mess and now with Wheelie bins ruining most small frontages, it's quite obvious that most have given up bothering. So who is going to wash out bins? Especially if it means having to do it out on the pavement? Very, very few. Which is why the council have completely evaded answers on health and safety over human and animal waste being left for two weeks and why food waste is rarely even bothered with even if collected weekly.It's too much mess for many who cannot be bothered washing out a used teacup.It's become a whole culture. Even uniformed employees who at one time reflected standards are now dressed like numpties and look dishevelled.And all those who do make the effort and try to retain a sense of civic pride are simply kicked down by idiotic 'initiatives'
