Heathrow admitted at a public meeting that ATC throw the rules out of the window because it avoids the inconvenience of changing runway directions at 6 am when Westerly Preference takes effect.So on those mornings we get a dozen or more flights coming in over us from 4:30 am onwards that, according to the rules, should be approaching over Berkshire instead.
