Buzzing sound coming from Brook Court flats

Hi,The buzzing sound coming from Brook Court flats (https://goo.gl/maps/rFDSGSxqedn) is driving me nuts, its constantly going on/off 24 hours a day for the last couple of weeks and I can hear it half way down Clifden Road with my windows closed. God knows what it must be like for people living closer. Does anybody know who I can contact about this?Many ThanksBarry

We can hear that from Lateward road and it is also irritation us but could not fathom out where it is coming from.Exactly what is it that is actually making that noise there?Once you notice it it is almost impossible to escape it.
