Problem is with the system. Small capable companies get locked out of the tendering system and larger firms or firms who are actually owned by large conglomerates get preferential treatment in the tendering process. Often they are invited to tender and yet local businesses who have jumped through the hoops to qualify for the contracts do not even get invited and are presented negatively often by council officers or pressure put on council officers.Specialists companies who are small but very capable and often highly competitive  do not stand a chance.When they do win a lucrative contract ( and in my view the word Lucrative says it all) they are often bought out by a larger company or go into liquidation and end up being taken over by the rival business.Some may say  "Well, that's business" But it is more bullying and greed than a fair day's work for a fair day's pay. Construction industry is dodgy from top to bottom and has been for generations.  This is the big flaw with PFI but also with the poor standards of workmanship that costs the NHS, Local authorities, Network Rail and state projects dear.It's not just Gunnersbury Park Mansion, Pitzhanger Manor was the same.Very few oversee projects with teeth. Councils being very poor at this. High staff turnover and probably worse going on.  Vast amounts are allowed to accumulate before anyone brings to to the attention of those who should be scrutinising this.  It dogs Public Buildings all over the country. So it is no surprise.
