I notice new signs throughout our borough stating that a £400 fine will be imposed for dumping rubbish.I wonder how much these vile travellers were fined!

That was a company called Kingdom who had an interesting contract with the Council. I don't think they were actually paid by the Council but could keep the fines they issued. So you can see why any easy target would be attractive to them.
They advertise their "service", so it should be a doddle for the council to track them down and catch them. Is it legal to set up a "sting" operation? e.g. insert a tracker in some rubbish and ask them to dispose of it. the fines should cover the costs and deter any future similar activity.

Do you remember that lady who poured a coffe down a drain and then put the paper cup in a bin outside Ealing Station? They were on here! 60 years old soft target. Mind you when the papers got on to it they withdrew it. You point is very valid!!!!

The point is that no Councillor will come clean on how many fines of £400 have been issued this year so I suspect it's just nonsense.

Generally travellers are not fined. Another interesting case where fines are not followed up are cars on foreign registration plates for parking. The reason I am told is it is too expensive.
They are not the only people who could and should be fined - it is an offence to hand over your rubbish to an unlicensed rubbish collector. So the Environment Agency/Council should be checking the waste for any clues as to who/where the rubbish came from?Beware of little slips of paper stuck on car windscreens advertising rubbish disposal and door to door callers offering this. You could end up paying twice and having your neighburhood blighted. Use a licensed waste collector!
