Most front gardens are built on Substrates and drain off. Many councils have had advisory designs for driveways incorporating drainage, drain access and planting.Trees and shrubs can cause root damage to drains and sewers and this is a major problem for many older properties as it leads to roots damaging foundations. If you imagine a full sized tree upside down, and place that's roughly the root reach below ground. But British sewers in most residential streets are not terribly strong. In fact one of the follies of the LTNs is that several streets designed and built as distributor roads also have larger and stronger sewers and mains pipes to sustain the volume and heavier use of roads. Many of those are blocked and lighter roads are now enduring heavier traffic. Expect big problems with services in due course. But we have houses built with bathrooms and loos which now have two maybe three WC facilities. But the street sewers and water infrastructure remains as installed and not really able to cope with the extra volume. Run Off actually helps dilute the extra sewerage of the huge increase in population without increasing the capacity of such auxiliaries. It is contamination and lack of resource management over 80 plus years that is causing problems and the complete lack of understanding of what exists by those in charge of it.
