Applying for a residents parking permit

Has anyone else had problems uploading proofs of residence and car ownership when applying for their first permit after introduction of residents parking in their street? I can select the files and the name of the file appears on the screen but then nothing else happens and nothing appears to complete the upload?

I have just attempted to apply for a renewal of my permit. This will be the 3rd permit and yet again everything needs to be submitted. Now that it's online, it's even worse than before. My address does not exist for starters. I found a way round that, uploaded everything and when I went to pay - error occurred. So I tried again and now nothing works.
