I can't disagree with any of what's been said, but as Anne says I do think the public has a role to play too. And sadly alot of people these days don't give a damn, they litter or dump rubbish without thinking twice, and if you challenge them you'll get told where to go or threatened.A good example is everytime I walk over the railway bridge near Carville Hall Park South, there's always so much rubbish dumped down the railway embankment, and although I'm sure it is often cleared within afew days it's back again.Knowing the 'state' local authorities are in I don't expect much of them, and as I frequently say all these schemes about fining flytippers £400, blanket bans on drinking alcohol and such like are pie in the sky, there's no resources to enforce them, and at the end of the day they are no deterrent to the minority who couldn't give a damn and commit the offences in the first place.My main gripe with local authorities in this regard is the absence of regular bin emptying in local parks and at bus stops etc., as we all see how they are all overflowing after 1 sunny weekend in the summer.No doubt Philippa will tell me that people could take their own rubbish home and such like, but from my day to day experiences of the world on my doorstep I simply don't have that level of faith in my fellow human beings, and I can't see why anyone else would either.
