A common enough name but, I really hope for the resident in question, not connected to J Brown who, in the late 1980's constructed a ground floor shower room extension under a 'Disability Grant' (remember those?) for my late mother.The contractor, as the job was grant aided was selected by the Council (Ealing, to be fair, not Hounslow).A "four-six week" job took fifteen months!The 'skills' employed included:Connecting the new toilet cistern to the central heating system which promptly drained down on first flush.Building the internal wall 120mm from plan meaning that the bath would not fit.When the new, smaller, custom-made bath arrived they dropped a hammer into it cracking the enamel which they promptly covered up with a 'remove this label before use' label.Tiling quality of which Stevie Wonder would be ashamed. Disabled grab handles nailed to the wall.As you say, who lets these contracts?
