Galileo provides several different services: free, commercial and encrypted for use only by member governments.The UK no longer has access to the encrypted service.I believe the existing global SatNav services (US GPS, Russian GLONASS, EU Galileo) plus regional services launched by Japan, China, India and some other countries have been allocated pretty well all of the usable frequencies for satellites in this orbit.I really couldn't say if the low earth orbit satellites the UK has invested in are capable of providing the same sort of global SatNav services or if it is money "spaffed up against the wall" as the Prime Minister would put it.
