I don't think the takeaway has traded for years (going back to before 2014), both from my personal knowledge and from Streetview imagery. I also note that an application a few months back was refused, but not on the grounds of loss of commercial floorspace (it isn't within designated commercial frontage etc).The ground floor frontage is a neglected eyesore, it can only improve the visual appearance of the street scene to have a residential-type elevation, and given how little the premises has traded in years I'd totally concur with LBH's lack of opposition to the loss of commercial floorspace in this case.
