Find out if it is unadopted land.If it is the Council needs to prove they have the right to control it.Most of the time they do not but it usually means nor does anyone else.Sometimes its because there are utilities like sewers or cables and it is or was the utility companies by a very old agreement with the original landowner but records are poor since privatisation and hence some neglected tiny patches of land. But the council has to demonstrate upkeep and as they barely manage the known parts that will be very obvious.Get pictures do a bit of research and then go to the citizens advice. And if you have a Blue Badge , unless there is specific signage, or highway regulations, cannot fine you. In fact even without a blue badge that is dubious without any signage.
