Parking Help

Need some advice. For 20 years we have been parked on a dirt area at the end of our cul-de-sac.I have a Motability car. We are at the bottom of a slope that I can't walk up. My health won't allow me too. All of our neighbour's  park in the same area  also. Well last week we got a parking ticket for parking on council owned grassed area. That one of our wheels was on the foot path. Well we took photos and and explained the area was never grassed and was full of rubbish (which we have to clear on a regular basis)So we contested it with the pictures and today we learned that our appeal was turned down. We have a Blue badge well displayed in our dash and can be seen clearly. If the car has to stay at the top of the road. I can't get to it. Can someone help me sort this out. I'm lost without my car.

I live in Ealing by Walpole park, where they keep changing the layouts and sticking new signs, at times it feels that we are not concentrating on the actual roads but the signs or else we will get a ticket. Regardless of writing they have no consideration for the residence. Basically they do not want the cars on the road any more, they must be making a fortune.

THe council have been making some very odd, dictatorial, moves lately. Largely expecting residents to conform rather than challenge: all appeals are routinely rejected at first.Luckily, there is an election coming up.

Find out if it is unadopted land.If it is the Council needs to prove they have the right to control it.Most of the time they do not but it usually means nor does anyone else.Sometimes its because there are utilities like sewers or cables and it is or was the utility companies by a very old agreement with the original landowner but records are poor since privatisation and hence some neglected tiny patches of land.  But the council has to demonstrate upkeep and as they barely manage the known parts that will be very obvious.Get pictures do a bit of research and then go to the citizens advice. And if you have a Blue Badge , unless there is specific signage, or highway regulations, cannot fine you. In fact even without a blue badge that is dubious without any signage.

You don't say where this is (possibly deliberately and sensibly) but I think wherever this is taking place, there may be an issue with a council enforcing a restriction that has not been applied previously without a traffic management order. Try contacting your local councillor who, with the election coming up, will be anxious to advise. They don't like getting involved in parking ticket appeals (that would be a full-time job for anyone) but they could clear up a point of general principle. Sorry I also have photos to prove my point . But I'm not sure if I can post them on here. They tried to ticket us over 16 years ago and failed. Nothing has changed since then. So why try again. Unfortunately we are running out of time and am scared if we don't pay the £80 (which is difficult enough) it doubles up.
