The only legal way to use a bicycle on a pavement is to scoot with it.That was part of the Cycling Proficiency test and if you watch any old films was quite the norm.Too many 'cyclists' are riding machines and are unable to even ride one handed, stand the bike up safely using the pedal, looking before manoeuvring and signalling and acknowledging other road users and pedestrians. This does diligent cyclists a huge disservice and it is shameful that proper enforcement and high quality national mandatory testing is a thing of the past.Trying to walk anywhere or even the most basic of tasks like using a bus or walking on a footway has become so dangerous for so many.If the rules were made clear, abilities tested and legal requirements on machines properly, we would have a far better scenario to ride, walk, drive in safety with no issues and thus respect all round. It has gotten so bad now that even draconian measures will take an age to bring things back to that status quo.
