Do the Audit Report's 3 starsout of 4 for Hounslow Council = 51% or 74%?

Three stars out of four ..awarded by the Audit Committee sounds very fair/good. Is it misleading?One or two stars must equal to a score between Nil and 50%.So what does three stars equal?  How did the Councillors respond?Some of us would like to be re-assured..especially with further Council Tax increases in the pipeline.  You'll be chasing our votes in a few months time..what are your views. Rarely any contributions from the Labour or Conservative camps on these matters. Are they taking us for granted?An extra £100 per annum means that those paying tax have to earn some extra £150 (less tax) to cope with that.  And if you're self-employed and you make just 10% profit on all your sales..it means that you have to achieve £1500 in extra sales to be able to pay that extra £100 to the Council..who may then go an waste it on some dodgy expense. If only those big spenders knew what we had to do to fill their pockets and purses!Anyway to the Civic Centre news about the Audit Report.
