I promised that I would update on this issue when news became available. At last night's meeting of the Isleworth & Brentford Area Committee a paper was presented by officers recommending that the petition be rejected as traffic/pedestrian counts and accident records had indicated that there was not a case for a crossing at this particular location. In spite of this various arguments were put by councillors from all of the political groups represented on the committee.  These included:1. That no account had apparently been taken of the added danger caused by the regular presence of Tesco lorries which impair visibility to pedestrians.2. That the "no demand" argument self-evidently did not hold up because a substantial number of residents had signed a petition.3. That the feasibility of installing the crossing a little further along from the proposed location, near to the ambulance station (in my view a more logical site) should also be looked into. There being no identified funds at present anyway, the project could not have been proceeded with in the immediate future.  However it was proposed by Councillor Phil Fisher, and carried, that rather than being shelved the matter should be brought back to the Area Committee in nine months' time, when a more thorough case could be presented and hopefully some funding identified.I would ask the petitioners to note this timetable and to use the intervening period to firm up their case if they are able.  We would be very happy to assist with this if invited to do so.

The sole vehicle that we have been talking about was introduced 13 years ago ..for specific use in the Feltham, Bedfont and Hanworth area. It was financed at that time by a S106 agreement..."the money having to be spent at the time..like a hot potato" I gather. The vehicle is thus 13 years old but it has only done some 45,000 miles. Many people who use the Library have died, many ports of call (nursing homes) are mainly busy with patients whose illnesses are incompatible with reading books..even pictures perhaps. But there's still plenty of scope of reaching residents who would welcome and benefit this key service.ooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooIn recent times the Moblie Library's activities were curtailed a little so that it could act as a replacement service whilst the Beavers Library was being rebuilt. I gather that recently some 100 children at Beavers School used the Library in an hour or so...BUT NO MORE.THE MOBILE LIBRARY IS TO CEASE FRIDAY WEEK. end of July. The thing is that the vehicle is still roadworthy..and it is not necessary to PURCHASE a new vehicle.  Apparently leasing is the way to go forward..and to extend the Library's routes to other parts of the Borough...Melody Court etc.So: Some facts are needed  especially about the alternative ways of raising the finance. Here is a summary of previous contributions on this subject.ooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooI wrote“”The question of the Borough's Library services was raised at the first new Borough Council meeting the other day..which I saw recently on the Civic Centre's webcam recording of the meeting.Cllr Adrian Lee raised the subject of the Mobile Library..and the vehicle attached to it..and the need to find funds to save it. He was aware of wastage elsewhere in the Council's expenditure””ooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooPaul Allen wrote:””I hope they don’t do away with the mobile library, it’s a lifeline for a member of my family who is virtually house bound. It’s really a great service and the people who run it are very helpful and knowledgeable about the books you prefer to read.””OoooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooPaul Fisher wrote“”I will have a look at the webcast for confirmation Alan but I thought the immediate problem was the age and condition of the trailor currently being used and the cost of the replacement,I think 60k was mentioned.I do not recall Cllr Lee stating this service would be cancelled and I agree with you that this service particularly benefits many of our more vulnerable residents””OoooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooAlan Sherrins wrotePaulYour colleague Cllr. Lee did say that the mobile service was to be cancelled, and that the books would be available locally (he did not explain what this meant) . And that they would try to find the money to reintroduce the mobile service at a later date. So it is the case the the mobile library will be cancelled, do you agree that this is the case? It is a service that particularily benefits many of our more vulnerable residents, it would be a pity if it was cancelled for good and i hope that the new ICG/Tory adminsitartion will be true to their word about this service.OoooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooAlan sherrins further wrote:“”I find it surprising that £60K cannot be found in the budget of hundreds of millions. Where are all those efficiency savings that you said you would make? I realise that you are not an executive member yourself and will not have the information to hand. However I am a little suspicious……”OoooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooCouncillor Adrian Lee then responded to Alan””The mobile library service WILL be restored to the west end of the Borough at the first possible opportunity.  It was a cut that I inherited from the previous Labour administration that arose because the exiting vehicle needs replacing and they felt that they did not have the money to do so.  The Labour administration regarded it as a "cut" and had no plans to restore the service.  I disagreed with their view and made the pledge that we would bring the service back just as soon as we can find £60,000 (the cost of a new custom-built vehicle) from S.106 funds to do so.  This is a top priority as our administration are determined to make no cuts to the Borough's library services.  In the meantime, sadly, the service has been "suspended" with all of the book stock usually carried in the van being stationed variously at the different community centres where the vehicle used to stop.  All of these books will remain available to the reading public in the interim.””ooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooooo

""Your political contactsI happen to recall you attending the Osterley by election Count last year and you were working with the ICG. It is pretty obvious from your posts, that you are an ICG supporter. You are of course entitled to do this, but please stop the pretence of being an impartial observer.""You are completely wrong again..and this is the concern for all of us.When the Osterley and Spring Grove bye-election took place..at which I was alarmed at the language of your claims  in the ludicrous election literature...I applied to Matt Hamer  (Labour)(and webmaster) to ask if I could represent BrentfordTW8 at the Election Count with the title of PRESS. Matt agreed to this  AND HE IS YOUR MAN..AND HAD NO QUARMS TO SAY OK!..and I was the only Press person to attend.I recall spending some time speaking to the Returning Officer about the form, to several Conservative Councillors who turned up to give support and to observe..and you may remember that I did a photo shoot for the winning candidate and for the winning party.I submitted my press report to Matt at midnight..for him to edit and publish himself on TW8. I independently posted a Report and pictures on the ChiswickW4 Forum.I was was not involved with the ICG that evening..although I am sure I spoke to them and exchanged courtesies. I'm sure we spoke too..I didn't recognise the difficult looking chap with you that evening. My key interest is to see what goes on..and to see how well it's being done...and to collect information about what is happening and what ought to happen. I'm very concerned you occasionally describe yourself as a Campaign Manager for the local Labour Party..and I shudder to think what that may entail.Of course running Government and Local Government must be a hectic and difficult job....but as so few people know was actually goes on..I have a job to do..and perhaps individuals like your goodself are in the line of enquiry...as are all other people I bump into.""but please stop the pretence of being an impartial observer"" Noted what you say...but to be honest ..of all the things I have read, seen and listened too..only Labour Party activities have been an eyeopener and a let down..from Mrs Keen downwards.  I actually have a slight admiration for Mr Blair and his workload.

""You have already had a full explanation on the HM magazine issue. It was and remains a fact that there was no arrangement between the Labour Party and HM for co-delivery. The publications should not have been delivered together - the distributor made this mistake.""AlanWe did not have a full and satisfactory explanation about this matter..as you yourself..I believe.. had said that you "had paid a deposit the the Distribution Company and were withholding the rest""!!We asked how much are you withholding...etc etc...Now you are saying that there was no arrangement for co-delivery..but your supporters did organise a co-delivery did they not!!You failed to answer our questions about the financial abuse at the time. The matter was swept under the carpet when Cllr Matt Hamer intervened..and having explained a couple of things Matt said the matter was now closed and no further questions would be entertained. What an abuse of the Council's Activities.Readers may wonder what this was about. It concerned, as I understand it..the Labour Party giving their literature to people(employed by Regal Distribution) on their rounds stuffing HM Magazine through letter boxes.  Cross examined on this Forum..the responses were incompatible with the integrity required by anyone involved in spending the Council's £600,000,000 annually.""I challenge you to ask your chums in the council for an immediate investigation to clear up this issue for once and for all. Can you please ask them to make the results of the enquiry public""  It's the local Labour Party accounts books I'd like to see first..to find out how you paid Regal Distribution.  Can you make them available to me?Thereafter, I'd await the "ACCOUNTS OPEN fortnight at the Civic Centre.

William:I'm happy for you to think that I am a strange chap..and I will leave it to others to make judgements about whether you are correct.""If you really have evidence of wrongdoing take it to the police - or shut up about it!""I have only mentioned this law breaking incident a couple of times.  You should be alarmed about it  and seek further information. But no ..you rant off. The complaint needed to made to the Borough Officer in charge that evening.  I spoke to him..and I sent e-mails. That was all I needed to do. I had expected some positive response..but it wasn't forthcoming.  I'd now rather keep the matter in my holster...after everyone has been made aware of the incident. It's part of the battle to respond to the Labour Party's dirty tricks campaign. your sarcastic postings, and Mrs Keen's fight back.""You are an ICG supporter which of course is embarrasing for you but never mind""William. It is not embarrassing for me to be a ICG supporter..and if you were of an independent mind ..and had read and observed the utterances and happenings of the past few years..you too would support them.  I have no fear of your carping. (I just hope too that you really are a member of the Jewish community ..and that you didn't make that recent story up..just to score points. Which synagogue do you attend?  And can you tell us more about the religion..I have no detailed knowledge of it.""And finally, there may well be a Bill Hughes who posts on the Chiswick forum but we are not the same. You employ a standard ICG tactic of misinformation about posters identities""Well, I apologise if I have come to the wrong conclusion about a dual identity. The postings some years back by a Bill Hughes on the Chiswick Forum just had the same flavour..and of course he was regularly criticised for being so boring...in a sly way. It just seemed such a familiar manner!Do you ever attend Forum Meet-ups?""So in conclusion: IF you SAW the LAW being broken, go to the Police. IF NOT shup up about it.""Are you bullying me William?  As I told you..I lodged a complaint to the top bod.ok?You sound like a "neighbour from hell"...and thank goodness you are in Goldhawk Road or Chiswick Lane or where-ever.

""Rather than repeating your political party's propaganda, can we have some facts and details from the independent Audit Commission assessment""Alan. I don't have a political party..but I am gunning for the ICG the Conservatives, the Lib Dems and the Independents  to do the job well at the Civic Centre..and they certainly seem on the ball. Let's wish them well.  Actually, I also very much liked the style and in depth performance of the Bees Councillor...who stood down. You should know by now that I am a fact finding operative. Heck I've posted 1000's of messages! Sometimes my endeavours are easy to achieve and sometimes more difficult. I mix with all sides..provided they don't move away from me..and I enjoy learning about the happenings of everyday life in the fields you and others operate in.  So many people are uninformed about many local matters...that YOU and your colleagues have been able to have a whail of a time..because so many people don't know what you are involved in!I asked the simple question about the Star Rating of the Council. Was it 51% or 74%? No answer.  I have not seen or read the Report  but I would like to.  Not the edited version in the HM Magazine..the real thing.  Perhaps the copy that Barbara Reid might have seen. It may have some detail or it may be vague.I would like to have a chance to interview the auditors too and quizz them. I'd be good at that. Productivity bonus agreements..and incremental pay schemes were my speciality...shift pay..and weekend working allowances(for nipping in for 5 minutes!!).  Printing, and postage costs would also be on my list to study..and the whole range of nitty gritty detail. I just didn't trust your recent Labour Party Councillors overseeing the expenditure of £600,000,000 each year. Some of those Asian Councillors were serial landlords... interested in tribal power, influence, and taking full advantage of the system. A long term Labour Supporter living in Brentford and working FOR the Council told me that. They are not my words!  So I want to know what was going on..and your own record of providing information  was..I reckon..a bit dodgy.  see the next reply regarding the HM magazine.Wasn't there an incident some years back when the Labour Council rejected the findings of a Management Consultants report to do with inefficiencies etc. Do you recall that?  I would need to see pay agreements too..and perhaps some other documents.  Aren't these statutorily available during a 2 week period every year..when the Council has to open its books to any enquirer.  The "Accounts open fortnight" should be advertised in the local press. Hounslow never do it..but the London Borough of Richmond does.Yes, I've already heard on the grapevine..where lids have been taken off the financial pot...of areas of possible financial wastage and I look forward to noting down the detail over the next four years and letting you know. You didn't answer my question about the £400,000 pay-off.?

Jim Lawes ● 6903d

AlanBe assured that I won't duck from your good question..and I will endeavour to answer as soon as I can...and others may join in too!Indeed, it will be my pleasure to publicise glaring examples of waste..not just in respect of the previous administration for the past four years..but going back over Labour's handling of money matters over many many years.I presume also that the Audit Report that you refer to was the one that gave Hounslow Council 3 stars or something. I recall asking at the time whether that meant 51% or 74% but there was no answer from this Forum!  Also a fine letter in the Local Press from Barbara Reid suggested that some Council Departments only scored one point and others two. (I'm typing off the cuff..and thus there may be an error there.)  But her letter was unanswered too.But one thing I'll never forget is the Labour Party newsletter piggy-backing on the Council's HM magazine..and with others..I tried to find out from your goodself if the Labour Party actually paid some money to the Council for that unauthorised act...and to contribute towards HM's expense. In addition,I have recently heard from the people I speak to that there were indeed some seemingly unauthorised "unsigned off" payments being made out of the Council's coffers..and hopefully these iffy matters will reach the surface in the months ahead. Then there was the case of the Labour Party official who was using his mobile phone at an Election Count at the Civic Centre at the time of the Osterley by-election..and who should have incurred a fine of several thousand pounds...payable to the Council?? or imprisonment I recall the rules saying.Paying complete disregard for the regulations that I had to adhere to (as "BrentfordTW8's press observer")...., this Labour Party chap took a phone call..possibly from Mrs Keen..and said "I think that the Conservatives have got it" when the count had not even started!!.This chap had been looking over the shoulder of Election Staff who were merely unfolding the voting papers and counting them into 25's or 50's. He apparently had been warned earlier in the evening off the offence..to have mobile phones on.His communicating with the outside world at that time was unlawful..and should have incurred a fine of £thousands..payable to the Council?..but my complaints to the Civic Centre by e-mail and phone were not taken up. The Labour Party scalleywag must have got away with it..using his contacts amongst the Labour Councillors to duck out of a Kangeroo Court hearing! What about the Council employee who was retired off early with a £400,000 package...because he was having obstacles being put in his way ..when he was trying to provide Council Executive Services to non-Labour Councillor. What was that all about?Anyway that enough for tonight! But I will answer further. Busy with work at the moment.£400,000???? That could have saved the Mobile Library!!
