I found the video in question on netcafe website.  You can hear people laughing in the background.  It did make me laugh as the pelican looks somewhat amused itself.

Yes, that was a shock for the St James's Park visitors..but I suppose it is Mother Nature at work.There are video films around showing the incident..and the same thing was caught on camera 12 months before as well.Here's is a friendly one ..pictured by "Scatterling"
