http://www.hounslow.ukcouncil.net/site/#pp5855I've no idea how many people read this Forum, how many follow Civic Centre happenings..the meetings and the webcam recordings..but it does seem too few at times.How many memebers of the public attended the local Area Meeting last week. What happened I wonder?  Do we have to wait for the local newspapers to perhaps relate the goings on?  Any local Councillors have a short report?Anyhow!  I just wanted to draw attention again to the wonderful recordings of recent meetings that are available on the Civic Centre website.  Not easy to find, when arriving at the CC website...but I prefer to copy and paste the following...http://www.hounslow.ukcouncil.net/site/#pp5855which is listed on that TW7 & TW8 list of websites that I produced.  Go to the right hand column..and click on the line that appears under the title of the meeting.The Central Hounslow Area Monitoring meeting includes the Council Leader, Peter Thompson..outlining his Budget observations...but the knock out for me was the 3 hour Borough Council meeting..and the lame responses from the Labour side  in dealing with Gerald MacGregor and Peter Thompson's reports.There seems to be concern that "big holes" are appearing in the financial happenings of the previous administration.One item was that the Civic Centre apparently spends millions of pounds each year with outside Consultants to train staff. A Labour Councillor seemed buffled that there should be a planned culling of this practice!  He was enlightened by the Conservatives that there are facilities in house to train staff..and where possible..that option should be used...and money saved where possible.I'm certainly re-assured the that the new administration is doing a good budget review job. It's a pity that ex-Cllr Ellers and others can't see likewise..and in my view..publish ridiculous letters in the local press.  Someone should challenge theses and give the alternative view!

Be assured that I have not seen the the Knox D'Arcy report, neither has anyone spoken with me about it..my only source of information has been local newspaper reports (as shallow as they've been) and watching the webcams from the Civic Centre.The webcam recordings certainly clarified in my mind that Knox D'Arcy were merely reporting on their initial findings for the sum of £75,000 and that the next stage...the in-depth management consultants investigation..would be put out to tender..and that Knox D'Arcy were not necessarily going to win that stage two contract.  The seemingly talented Gerald MacGregor made that quite clear.A visit to the Knox D'Arcy website reveals a sufficient number of previous contracts in MANAGEMENT to have some competance in them...and whilst they themselves may not have had previous Local Authority experience...some of their consultants possibly will have.Somewhere it was suggested that updating and extending computerised practice at the Civic Centre would improve matters. Suggestions that some staff needed further training to do their jobs properly..and others who had an attitude problem...were observations not to be ignored.I have no idea what decisions have been made, who consults with whom...or what this imminent Budget consultation means.Perhaps we'll find out on Thursday..when all will be explained.Certainly that Civic Centre trades union spokesman should not be standing in the way of sensible savings decisions. His wayward slang, and Vanessa's yells, should just be cast aside in pursuit of efficiencies.One rumour I did hear this weekend..was that "holes" had been found. What could that mean?  Whistleblowers unite!

In the letter I wrote to the Chronicle I made it clear that all members of the Council would welcome an opportunity to make substantial savings through reorganising staffing arrangements.However, the consultant report Jim refers to, that he could only have read if it has been leaked to him, claims that savings of over £9 million can be made without giving any details of how. The only example given would fall foul of the Data Protection Act. This mistake could be explained by the fact that the consultants concerned have no previous experience of working in a large local authority such as Hounslow.The report I read reminded me of the "send £50 to join our work from home plan that will EARN YOU hundreds of pounds a week!" type, and I am not prepared to sign up to spend millions of council taxpayers' money on an unsubstantiated promise.As to Thursday's Area Commmittee, it looks as if £5 million plus of budget savings will have been decided by Council before residents have a chance to have their say. Within the last hour I have received an e-mail with a LATE REPORT to Tuesday's meeting listing these cuts. As usual, many are administrative and will not hit frontline services. However, cutting 6 community teacher posts (based at schools such as Ivybridge and Green Dragon) over the next 3 years will be a major blow to disadvantaged families who rely on their support. Further cuts to the schools music service will mean that children whose parents cannot afford increased fees will go without, and a 50p weekly increase in school meals will do nothing to assist families on low incomes who don't qualify for free meals.What I find most iniquitious about this late report is that small groups like mine (Indepedent Alliance) will not be able to schedule a discussion on the details until just before Tuesday's meeting due to previous commmitments. We had been lead to believe that the full Budget debate would take place on 6th March at the Council meeting scheduled for this.All in all, the new Executive seem no more interested in listening to the public before making a budget than last year's.Incidentally, if council tax eventually ends up lower than Labour might have proposed be prepared for large increases in parking charges, crossover installation charges, meals on wheels and home help charges etc. if you use these services. Aren't these the charges we call "stealth taxes"?

Thanks for that Paul..and happy new year to you and Shirley too.I wish more people would understand the workings of the Council's finances and the various Committees. It really is a big subject..and with so much information around it's just amazing how so many people are lacking in even a little knowledge.  I asked one Council employee, a lady, last year if she knew the name of the Mayor. She answered Ann Keen!!Let me say that I'm a bit of a dunce in these matters too and whatever I've learned during the past two years is only cratching the surface.Hopefully the webcasts recordings from the Civic Centre will be more widely viewed. If the current Administration needs to get it's messages across to the local residents about the reviews and changes taking place ..well then communications need top attention..as Phil Andrews said at a recent Executive Meeting (ie the top 10 Councillors committee).Currently the public gleen their imformation from the local papers..written by local journalists. Perhaps Councillors should be writing articals for the local Press to explain one or two things. maybe the Council's public relations team already endeavour to do that.Today's Hounslow Chronicle has letters to the Editor published from Cllr John Connelly and ex Cllr Ellers. They both need a spanking for coming up with same old "hands off front line services" protests...and "you can't afford Consultants bills"..when perhaps the Civic Centre's finances during the past 30 years have been like a giant bag of salt..with holes all over the place. As the salt disappears without making a sound..it is folly not to at least examine how the £500,000,000 is disappearing annually!When the Council Tax bills go out ..there may well be pie charts and figures given about which Department spends what..  but that's not explaining the high cost (say) of jobs being done.The current British Airways dispute with the T&GW Union is watched with much interest. Spanish customs ,inflexible workforce groups and very high staffing come to mind. Are there such pockets of "don't touch" in our local Government?If the local Labour Party have been dominating the corridors of power at the Civic Centre for the past 30 years, together with their Trade Unions chums/bosses/colleagues..I doubt whether they had the interest of Council Tax payers in their minds at the time.Therefore a big review and overhaul is the finest thing that could happen..and watching the webcam recordings gives us an insight.
