I refer both you and Vanessa to the Home office website.I work with the police as a volunteer, and have witnessed at first hand the use of this power, and everybody who the police stopped were treated with courtesy and respect, even those who had broken the law! If these people are not apprehended and dealt with, we would have anarchy on our roads. Perhaps either you or Vanessa could suggest how this problem should  be addressed to get these people off our roads without sacrificing some of our freedoms. I grew up during the war also, and to compare this with the gestapo is laughable and ludicrous.This power was given to the police because of the lunatics who turn our roads into death traps. What I would like both you and Vanessa to do, is to visit the web site as outlined below, come back again to this thread and tell me how and where I have got it wrong. I will then apologise for misinforming you. If I am right,I hope you will do the same. Or heaven forbid if the Home Office are wrong, we had all better contact the beleagured  HOME SECRETARY to put it right. The society I want to live in is where our Laws are upheld and criminals are put behind bars. Yes our freedoms were hard one, I had a 16 year old relative killed in WW1. But just look how our freedoms are being abused at the moment,because any form of deterrent is pounced on and the liberal brigade take to the streets to protest. We dont know where or who half a million illegals are, or worse still what they are up to.
