Although I used to, I don't actually work for Hounslow Council now, so am unable to answer whether the other people applied - although as explained in my earlier post it could be that those dishes, being installed first, did not require planning permission.If any Council establishes that a breach of planning control has occurred, under Section 172 of the Town and Country Planning Act 1990 the Council has to consider the expediency of taking enforcement action, having regard to the provisions of the adopted Unitary Development Plan and all other material planning considerations. If the Council considers that it is expedient to take action, an enforcement notice can be served (against which there is a right of appeal to the Secretary of State) requiring steps to be taken to remedy the breach or the harm caused.
