Hi Mark,It is the wording of the original PCN which is wrong. However, the tickets I am fighting happened before last Xmas and it is possible Hounslow have amended their PCNs since then (let's hope not though!!).The wording on my tickets stated “must be paid within 28 days of the date of this notice. If the Penalty Charge is paid within 14 days of the date of this notice a reduced amount of £50 is payable.”What it should say is; "within 28 days of this notice being served"As these are sent by post, your statutory right to 28days from service is reduced by the postage delay.Strangely, their Notice to Owner had the correct wording, but by that point the process itself is invalid.2 cases recently have been thrown out by the National Parking adjudicator (you will need to check the references on the web to these cases "Lukha" and "Grosskopf" - I attach web addresses below for more info on these 2 decisions)http://www.lmag.org.uk/documents/Lukha.pdfhttp://www.thepeoplesnocampaign.co.uk/data/default.asp?id=272&loc=no&uni=5795If the wording on his tickets is as mentioned he should have it thrown out.
