This explaines clearly what it means and it also emplies outside of these hours - it's FREE."Er, no, it doesn't imply that at all.  The sign you saw was this one:It means that waiting (parking) is limited to those times, as explained in the Highway Code in the section on road markings.You also should have noticed other relevant signs and road markings: The first sign, on the approach to the Half Acre junction with the High Street, shows that you're entering a controlled zone with waiting restrictions that operate (unless local signs say otherwise) from 8.30 am to 6.30 pm.  And you should certainly have noticed the yellow line indicating a waiting restriction.  If you couldn't see a relevant yellow plate sign, you should have assumed that the default Controlled Zone hours would apply. Basically you parked on a yellow line at the height of the morning peak, so your case is not as strong as you might have hoped.However, it would certainly be more helpful to have the parking, no waiting and no loading signs all on the same post as is done at the other end of this series of bays.  The number of differently-timed restrictions in this area is also a factor that doesn't help drivers to understand them.  As a result of an earlier thread, I've already provided photos and notes on those points for use by the council's scrutiny review of parking controls.
