Simon,It is a legal requirement that the council provides the facility of drinking water for it's employees. Given that there are hundreds of people working at the civic centre alone, it makes sense to have these water dispensers at certain locations throughout the building, thus cutting down on the time it takes for people to go to the nearest tap. As Paul says, these machines are quite cheap to run. The council could invest thousands of pounds putting in new taps to replace these machines, causing a great deal of disruption to the staff in the affected areas, but I suspect the cost would be more than that of using the water dispensers already in place. Personally I think the council should be spending it's time on things like collecting the £1.2 million in unpaid council tax.
