Can I just clarify something. I used to see a van of this type on a regular basis and odds are it is nothing to do with this issue because the van would be quite old by now and I am assuming the van in the photo is reasonably new. There must be lots of instances where people feel a bit foolish in coming forward with information as unless the information required is more specific, people generally do not want to waste police time.If a van such as this were parked up locally you can bet local people would have seen it as it is pretty distinctive. If it were a white van, however, nobody would probably bat an eye lid as they are used to move things around in anonymity and unless stopped for another reason, the contents are moved with no concern by anyone. As one small tip can often lead to the larger picture, it is common place for these vans to be used to move people around in the Borough. If these people were driven by mini bus we would all assume that the drivers have the relevant insurance, seat belts and suchlike which we would all expect to be extended to workers. We can but assume that these things are fitted to the multipurpose vans and along with many other items carried in the back, the people are transported safely and willingly.I wonder if the local police could borrow a portable x-ray machine as customs might use, to zap a few of these vans, and what that might show up?
