LBH do have a bulky waste collection.  The original poster was trying to use this but was having difficulties with the bureaucracy encountered.LBE started a free collection for fridges to try and promote householder responsibility and cut down on the number being fly-tipped.  Other bulky items do not get free collection.  Each Council is different with different rules and prices. Some have free collection for the disabled and/or those registered to use the assisted collection schemes.However you do not have to use the Council.  If you have working electrical equipment then you can sell it or give it away.  There are charities listed on the Councils' websites who will collect free of charge.  We have just been through a period where equipment was being changed because a different colour was wanted and why take this to sit outside in the rain somewhere and ruin when it could be reused?There are penalties for fly-tipping and if you do use an unregistered waste-carrier to take your waste away and they then fly-tip it you can be liable for prosecution too. All waste carriers have to be registered with the Environment Agency.Businesses have to pay to use the Reuse & Recycling Centres and to have their waste taken away by the Council (it is not included in Business Rates) whereas for Householders it is free (included in Council Tax).You will find lots of electrical equipment now has a crossed out wheelie-bin sign on it which means that it should not just be binned but should be either taken back to the store where you buy a new one or to a Reuse & Recycling Centre (but this depends on whether the store is supporting the Council scheme or doing their own thing).There is a Judicial Review regarding the way the WEEE regulations are being implemented.
