I suppose it's a territorial/laziness thing, sort of - I want to be able to park My car outside My house at any time, and I don't want to park elsewhere and walk thankyou. Far from easing parking it has exactly the reverse effect, taking out unused spaces for chunks of the day when mums with kids etc. could nip to the shops or whatever. I don't know if it's a fundraiser for councils,it's not supposed to be. It may however be an effective self financing vote catcher/loser,depending on where they put them.
