Very interesting Tim"11. In the Commissioner’s view, Mr and Mrs Keen should have sought advice from theDepartment of Resources early in 2009, soon after the Brentford house was boarded up.17He continues:By the early spring of 2009, it should have been clear to Mr and Mrs Keen that they were in danger of not being able to return to the home for quite some time and they should either have ensured that their building problems were resolved quickly or started to make alternative arrangements. While this is a matter of judgement,my judgement is that by June 2009 they had been out of their Brentford home for too long for it to have continued to be considered their main home for allowance purposes. They had by then been out of the property for seven months and the work had yet to re-start. The arrival of the squatters was another serious setback, but by then the reasonable leeway had in my view run out.1812. The Commissioner concludes:... from June 2009 to October 2009, Mr and Mrs Keen did not have more than onehome for the purposes of their claims against parliamentary allowances. Since they did not have two homes in which they could stay overnight over that period, they were in breach of the rules of the House in continuing to claim from their parliamentary allowances for their flat in London.1913. Allowing for the possibility that we might not agree with this conclusion, the Commissioner has also considered whether, if Mr and Mrs Keen did have two homes throughout the 18 months when their Brentford house was affected by building works, they effectively received a personal financial benefit. He suggests that they did. This is because, had they not made use of their London flat, they would have had to rent a property or perhaps stay in a hotel, and meet the cost from their own resources. For these reasons I consider that Mr and Mrs Keen obtained a personal financial benefit from this arrangement which was not in accordance with either the rules for the additional Costs Allowance or those for the Personal Additional Accommodation Expenditure.20The Commissioner concludes that the period during which the benefit lasted was from the beginning of December 2008 (when the house was boarded up) to October 2009 (when theKeens moved back in).14. In his overall conclusion, the Commissioner describes as a mitigating factor the advice given to Mr and Mrs Keen by the Department of Resources on two occasions that theycould continue to claim allowances in respect of their London flat. However, he also points out that Members are responsible for their own actions and suggests that “A more rigorous examination of their circumstances might have led Mr and Mrs Keen to take a different view.” The Commissioner upholds the complaint, describing the breaches of the rules by Mr and Mrs Keen as “serious … involving significant public funds.” In his view, both Mr and Mrs Keen were “equally responsible for … a serious misjudgement.”

Well said, Mr Waller, How eloquently put.I don't think I will be so deft at pointing out some of the slanted snipes bereft of any substance.I went to the hustings meeting and a few were a bit crude with their language. But thugs, pond life and scum? Come off it. Rumbustuous, yes. But really it was tamer than anything seen in the commons. But for the sitting MP to fail to show is an absolute disgrace. I felt for Mr Curran, who is obviously unquestioningly loyal to Ann Keen but really was dropped in it. It shows nothing but contempt for the local electorate, and more importantly for democracy.Mrs Keen has, along with many other sitting MPs got a lot to answer her electorate about. Rightly or wrongly,  the Mr and Mrs Expenses tag has stuck to them like superglue and for longer than the revelations of this summer. It has rendered her ministerial work as insignificant and highlighted that this district really needs a good constituency MP not a cabinet junior minister who has spent too long brown-nosing her way up the slippery pole.To avoid hustings, like she has avoided almost everything else that may be a little awkward, reflects very badly on her and her party.I would sooner vote Labour as the tories have fielded an inappropriate candidate for this area and I am unsure as to who else is capable. But I'm sorry, If Mrs Keen chooses only to lobby minority groups, the party faithful,  and evade those potential labour voters and constituents who she has to represent who want some sort of answer to reassure, then who can hand on heart vote for her?

It seems Robin, that you have a problem either reading or understanding. So to help you I've cut and pasted the same."Venting opinion and feeling in a crucial election is very much part of this country's system and, as long as it is not rude or defamatory, a key part of free society debate."So where exactly do I defend Thuggery? In fact if you read several of your own entries, you will note that you regularly use defamatory and incitive words. "Scum" and "Pond Life" being the most recent.if you do not have a direct line to Mrs Keen then who told you about the package at the Chinese takeaway?  They are furious at you to be dragged into this as they are always 100% discreet and had not told a soul, apart from the Keens.Even I did not know about that package, in spite of regular knocks at the door from DHL and the post to take in stuff for the Keens. So as a non-resident how did you Know?As for the ICG, maybe you could let me (and probably others ) know what exactly ICG stands for ?  I have no idea apart from it's something to do with Isleworth? Which is not Brentford so I don't see any relevance.I was a Labour member since 1974 & so were both my grandfathers who were founder members. But now? Very, very disillusioned and sadly Robin a lot of your comments reflect all that has become tedious and stagnant with Labour and, just to cheer you up, I don't see any better from any other party. It just doesn't do any more to just call names and trade insults. It would be better if you would convey some sort of depth to what your loyalties are clearly with, which is more than is coming from Mrs Keens campaign.

As one of the'twisted old women' who sat next to Conal (I know it was him as we have checked the transcript and remember the question he asked) I am stunned by the difference between his plea for 'polite disagreement' and the distateful insults he is bandying about on this forum. He seems to have an overly dramatic interpretation of events at the hustings.  Many people there were, not unnaturally annoyed, at the non appearance of our hithertoo elected representative and exercised our democratic right to have that feeling noted - there was no other way for us to this within the format of the meeting.  Had someone been able to make this point to the chair in a more refined manner this may have assuaged the feeling throughout the hall.  We also heckled when the Labour agent gave us his view on a question when he had already stated that he did not know AK's stance on it - we were not there to listen to his views and I consider that to put forward his view was an impertinence. There was no coarseness or swearing it was just put over to Ann Keen's agent that his appearance as a sub was not acceptable to a good number of people attending.  I really resent the implication that the interventions foul mouthed in anyway. It is worth noting that whilst I am a 'supporter of Mary'  all my fellow members of Book Club with whom I attended are most vehemently not (a sitation that leads to many 'lively' discussions at our meetings - again no swearing occurs!) However my critique on Ms Keen's attendance is as valid as anyone elses as, until May 6th, like it or not, she is my MP.We have been accused of lacking grace - please tell me how graceful it is to hurl about this level abuse?  It is not less offensive because is typed and the abuser is hiding behind his screen.  It is telling that most of the abuse is coming from supporters of AK - Stalinism is alive and well in the grassroots(or should that be underbelly!) of the Labour Party. RIP New Labour. There's one way - your way and any head above the parapet has to be taken off!Whilst I don't want to age patronise Conal - just this once I will - for goodness sake GROW UP and stop throwing your toys out of your pram and don't use unpleasant personal abuse as a debating tool. You have just made yourself look riduculous and no I don't feel ashamed at all.

Neil,You are far too polite to Kate. For the record, it was always pretty obvious that Ann was not going to attend that particular hustings: the point had been made previously that she was the one candidate who had been invited who had not indicated she would be there, so her intentions were clear from the start. The thing about Kate is that she does not believe in democracy. She asks how she can make her feelings known, well the answer is obvious: in the ballot box. But sadly, Kate is one of life's little tin pot bullies who thinks she can tell other people how they must vote - this fact is clear from the way she & others shouted down Labour's representative when he tried to say things that politer members of the audience might have wanted to hear.I have argued before, and I do so again now: Ann would meet far more genuinely undecided people by doing a night's canvassing than by attending a hustings at which certain types of scum would not allow her to get a word in edgeways anyway.Personally, I am saddened that Ann feels she needs to put herself through this by going to the Chiswick Hustings in a week's time: those in the audience who might want to put a genuine question to Ann and the other candidates are sadly going to be drowned out by the Kate Doyles & the rest of the pond life. The truth is that out on the doorstep - talking to real people in the constituency's core Labour areas - Ann has been getting a very good response: but the forums/hustings simply so not reflect this.

I suspect I was one of those badly behaved crazed old women to whom Conal refers. A "friend of Mary" I am not. It is interesting that he singled out the women, as my recollection is that the first heckling came from some quite vociferous men in the room and they did not exactly remain taciturn thereafter. Handbags at dawn- you should be ashamed of yourself.Perhaps one has to attend more than four hustings to understand that disagreeing with "the labour representative " does not constitute support for the Tories.I am not "ashamed of myself". I am ashamed of the Labour party, which I have voted for all of my crazed life, for endorsing a candidate who is generally unpopular and who is very likely to lose the seat. But then part of my "twisted behaviour" has been making it my business to find out how difficult it is for the local labour party to have an existing candidate de-selected, particularly if the support is not there from regional office. This is a marginal seat and for our MP not to turn up at the hustings beggars belief. Ann Keens office has advised me today that she has confirmed her attendance at the hustings in Chiswick on 30 April. At no point did she confirm her attendance at last nights hustings, they say. She had a previous arrangement to speak at a Muslim Community Meeting in HounslowAs for this opportunity for "polite discussion and making ones point known" can Conal tell me at what point last night he expected this opportunity to arise. You got the mic, you asked a question, they answered the question and they moved on. There was no comment from the floor invited, encouraged, or ,in fact, allowed. If I were sitting on that platform I would have wanted feedback. How else can you judge the reaction to your policies. But no. We had to behave like good little school children with Conal telling us heckling is "rude."I am older than you, oh and yes, I am a woman, but how dare you stereotype. I am not stupid. I have never suffered fools easily and I am not going to start now to appease new labour types. I am educated. I am articulate. I am informed. I am not rude. I am not crazed. I am angry.Labour may lose this seat but no doubt "polite discussion", which has worked so well in the past a effecting change, will do the trick.
