Lloyd George's budget started our whole welfare system when (along with Churchill) he radicalised attitudes to workers & poverty and the responsibilities to be accepted by land owners and employers (and the government).And it still remains today.They call it the "Budget of the Century", and rightly so.It was Liberal.
