I'm reminded of the Pay Freeze of the mid 1960's.All pay rises were "forbidden" except for those who were on incremental pay scales (mainly public sector workers).So people in the private sector who performed well for their boss couldn't get rewarded. Yet those employees who performed lousily still got their incremental rises.Then, when things relaxed a little..pay awards could be granted under a negotiated agreement with your employer..or industry bosses. Where people had worked helpfully, flexibly, changed working practices where and when required...etc...they had nothing to "sell" and perhaps were already working efficiently..and no pay rise was possible. Yet those scallywags working in some / many places..with their slow working and unhelpfulness, spanish customs galore.. and generally unflexible (destroying British Industry in the 60's) they had plenty of scope for Productivity Pay rises and they did alright.So, if you have two Council Activities...and £500,000 has got to be slashed between them... how on earth is joe bloggs.. without his Hounslow Matters magazine as well.. how is he/ she able ..in a well informed way know.. where the savings should be made. How.So much was wasted by our Labour Council during it's 35 years in power ..than if saved..we'd have loads in the Bank and NO TAX to pay this year. Our Council spends £5,000,000,000 every 5 years!Yes, best practices..and best prices..comparisons would be useful.
