Is David Cameron going to do a Gordon Brown on we the British people

I have been listening to the Daily Politics, maybe I have gotten it wrong however it seemed to me that there was a possibility that David Cameron seems to have reneged on his before Xmas decision and will now accept the New Fiscal Union Treaty,yet again giving more of our powers away to Brussels.IF THIS IS THE CASE THEN WE DEMAND A REFERENDUM A YES OR NO VOTE TO EITHER STAY OR COME OUT OF EUROPE,THIS IS OUR RIGHT!!!! DAVID CAMERON IS QUITE HAPPY TO GIVE SCOTLAND A REFERENDUM AS TO WHETHER TO STAY WITH THE UK, IF SCOTLAND CAN HAVE A REFERENDUM THEN WHY CANNOT WE?After all that was part of the Conservative Mandate election promise.

Oh, and I've corrected the grammar in the heading, because it causes me physical pain.
