Elf n' safety innit...

Just seen two berks with one of those wheels on sticks that take the measurements of roads.They are wearing high visibility jackets,fair enough. But,as Alan Partridge would say they have 'hat hard-ons'(hard hats on just in case you are wondering).Is this really necessary ?

I'm sure this question has been asked before but, really, what is the point of those high visibility jackets?  I am beginning to think I may be one of the few people on the planet that does not own/wear one.  I can understand someone wearing one in the dark when performing some dangerous feat but all day long winter & summer half the population seem to roam the streets wearing them thereby, in my opinion, rendering them pointless on a number of levels.
