You can't use Overdrive with a Kindle in the UK, but it works with Sony e-readers and most others. Not sure about the Nook. I believe you can register with any London public library to borrow both books and e-books. The problem is that not many libraries have a great range of e-books, but it improves all the time. I read books on a Kindle, mainly the classics you can download for free. If I particularly like an e-book, I buy a hard copy for my personal library. It's worth signing up for the Kindle daily offers: they offer one to 3 e-books daily for 99p each, not that I've found any I actually want to read yet, but I am quite a fussy customer.
