Is it a stealth tax when a local council forces multiple CPZs onto residents who have massively rejected and campaigned against having one installed in their area?

Its ok, the HUGE saving in Council Tax should compensate!

Chances to park in your street with CPZ are higher than without. I walked along Hamilton Road another day - and I was jealous - residents can actually park there, no wonder they voted in favour of CPZ. £60 a year is not too high of a price for that.

Residents can seek a judicial review or the L G Ombudsman for undemocratic action.

It would certainly seem so. However the kudos of paying to sport a permit in the hope of parking outside your front door will definitely appeal to some. Just wait until they pick up some fines for who knows what pathetic infringement. I think they are barking but what can you do?
