Couldn't agree more Vanessa! Legislation without the means and resources to enforce it is worse than useless. Look at the Dangerous Dogs Act - another piece of ill-thought-out kneejerk legislation. If the law had been effective, there would now (20 years on) be not a single pit-bull type dog in the UK. Instead of which, our estates are crawling with thousands of them. Not that it's the dogs that I blame, it's the moronic owners.The new microchip legislation will be obeyed by those whose dogs are never a problem, and totally ignored by the irresponsible minority....and what will happen? If the DDA is anything to go by, almost nothing! Maybe a couple of "show trials" on easy targets, but 99.9% of those who cause a problem with their dogs will ignore it with immunity.The only longterm solution is public education not ineffective legislation. Maybe the RSPCA could use some of the £125 million per year it extorts from a well-meaning public to run a series of prime-time education adverts, rather than waste its resources on million pound political court cases against hunting.
