Do you know about the RSPCA Adoption Centre in Norwood Green/Southall? I have got both of my cats from there, both adopted as youngish adult cats. There are usually a few kittens and a lot of not-so-young cats. It does cost but the cats come neutered and micro-chipped these days. When I last visited, you needed to complete a short questionnaire which just checks whether you have an understanding of how much it will cost to feed and care for a cat (I can't remember anything else it asked).
