More than once when getting council tax bills and other correspondence, the letters are franked with the name of a council up north that the contractor presumably also works for.

I can recall Hounslow doing work previously on that part that went over to Richmond some years ago. I think it was something to do with street lighting in the St. Margarets end of Talbot Rd which straddles the two boroughs. I'll bet some twerp hasn't realised that there's a Northcote Avenue in Isleworth just around the corner from Northcote ROAD in Twickers!

Perhaps Hounslow though this would subsidise our 10p a week saving?Seriously though it is quite staggering that this was allowed to happen
