There has been concern expressed by residents and local shop owners about proposals to require registration for use of Stop and Shop spaces.
Previously anyone has been able to use one of the bays for free across the borough situated near shops as long as they vacate the space within 30 minutes. This was designed to support businesses in areas in which Controlled Parking Zones meant it was difficult for to park up to use the shops. Tickets to confirm the time of arrival could be obtained by entering the vehicle registration into a ticket machine.
Although no charge is being proposed, Ealing Council now want to require drivers to register through Pay By Phone either by using the app on a smartphone or by calling up.
The official notice of the planned change was placed in The Gazette newspaper leading to suggestions that most residents will be unaware of what is being proposed.
One resident contacted us to say, “Removing the initial stop and shop will militate against people just wanting to stop briefly to buy a coffee or a sandwich. What about elderly or those without mobile phones or no modern mobile phone which may enable payment.”
A local shop owner who asked not to be identified said, “I don’t think many people just popping in for a few items will bother to register but big problem is that this seems to make the bays just like any other except with an initial free 30-minute period which will attract people to shop to use them who aren’t customers and block them up for longer periods. The council isn’t interested in supporting businesses, just raising more revenue.”
The statutory consultation on the change runs until Wednesday 14 May and residents and businesses can contact the council via email to trafficnotices@ealing.gov.uk or by post to Highways service, Perceval House, 14-16 Uxbridge Road W5 2HL to highlight any concerns relating to the proposed change quoting reference P004B-25.
