Fixed Penalty Notices Introduced for Flytippers

Flytippers caught in Hounslow borough will now face fines of £400 with the Council set to use new powers introduced by the Government.

All Councils are now able to hand out on-the-spot fixed penalty notices of up to £400 to businesses and individuals.

Previously, councils had to resort to costly and often lengthy court action to prosecute those caught in the act.

Fly tipping, more commonly known as dumping, involves illegally leaving items such as white goods, such as fridge/freezers, household furniture or rubble on public or private land.

Councillor Sue Sampson, Cabinet Member for Community Protection, Hounslow’s cabinet member for Hounslow Council, said: “These on-the-spot fines will hit fly tippers where it hurts – in the pocket. Our enforcement team have been told to take a no-holds-barred approach to dealing with this issue. They will be actively seeking to identify those who have fly tipped and issue fines where there is evidence to do so. ”

The council’s enforcement team have been visiting businesses to ensure they have valid commercial waste agreements in place for the disposal of their waste. Those who fail to provide this legal paperwork will see themselves fined £400 if they are caught dumping their rubbish.

The £400 fine is discounted to £250 if payment is made within ten days. The £80 fixed penalty notices for grime crime, including littering and feeding birds still apply, with a reduced fee of £65 for early payment.

In the most serious circumstances, the council will continue to take legal action against fly tippers through the courts.
