An application for permission to hold a New Year’s Eve party until 4am is facing objections from council officers due to previous issues with noise at the venue.
The Osterley Park Hotel, Terminal 6 Lounge & Bar at 764 Great West Road wants an extension to its current licence to enable the event to take place.
The application for the Temporary Event Notice by Mr Samirolah Rahmani is due to be considered at a meeting of the borough’s Licensing Panel on Tuesday 19 December.
Unlike for a regular premises licence only the Metropolitan Police, Pollution Control and Licensing Authority are permitted to object to Temporary Event Notices.
Representations have been made from Hounslow Council’s Pollution Control department outlining its concerns that the granting of the notice could create additional anti-social behaviour and noise nuisance for the residents.
The applicant responded to the representation by saying a family event to celebrate the New Year was planned rather than a club night and offering to end at 2am rather than 4am. It was claimed that there had been no issues at the venue for the last two years.
In response to this the Head of Neighbourhood Enforcement detailed a list of complaints made about noise at the venue including the letting off fireworks and concluded, “The premises have been responsible for generating a high volume of nuisance complaints associated with previous events of the nature that have been applied for. The operating hours requested are not reasonable for this location or premises. “
In addition, it was pointed out that the hotel is being used to accommodate asylum seekers and these also may be affected by noise from the event.
The venue has also submitted a retrospective planning application for the security cabin and bin store built in September 2022 and May 2023. The Osterley and Wyke Green Residents’ Association is objecting to the application on the grounds that the structures are out of character with the conservation area. The result of the hotel’s appeal against the Council’s refusal of the retrospective planning application for the building work that the hotel did in 2020 is also awaited.
