Ham Wharf (site of Fraser’s Timber Merchants Ltd.) , The Ham, TW8 8EX
In October 2022, Town Quay Developments and Mountbatten Homes held online consultation events about their proposals. The scheme may include about 60 flats in two of 10 storeys and 8 storeys. Immediately west of the site is Shire Place, an existing 4 storey residential development. A number of houseboats are moored along the River Brent next to the development site.
As part of the scheme a wider waterside walkway would be created with the steps on the existing walkway removed to make it more accessible. The walkway to the Ham would be widened to create a new view across to Syon Park.
The development would be “car-free”. Residents would not be eligible for permits to park on local streets except for 2 blue badge parking spaces.

27 and 1053 Great West Road, TW8 0LW (Sega site)
On 5 May 2022 Brentford Opportunity Sarl submitted a scoping report (SC/2022/1517) to Hounslow Council outlining its proposals for the redevelopment of the Sega site. The applicant intends to submit a detailed planning application in 2022 which will seek permission for a residential led, mixed-use development including approximately 1,000 residential units, up to 3,200 m2 of general industrial floorspace, up to 2,000 m2 of office floorspace, and up to 1,500 m2 of retail floorspace.
The proposals envisage six blocks between the M4 and the stadium ranging from 17 storeys to 23 storeys with the tallest block 89 metres high on the western side. The scheme also envisages the possibility that a Lionel Road Station could be opened at the western end of the development.

Griffin Park, Braemar Road, TW8 0NT
In December 2018 a reserved matters application was approved for Brentford Football Club’s ground. This was for 75 houses, 102 parking spaces and public open space of 725 m2.

The developer, Ecoworld, is now proposing a development of 149 flats and houses, with 67 car parking spaces, and a central park of 1,770 m2 which will be fully accessible to the wider community. There would be 108 flats ranging from 1-bed to 3-bed homes and 41 houses ranging from 2-bed to 5-bed homes. Two central blocks of flats would extend to 6 storeys. The provision of affordable housing has yet to be agreed.
Ecoworld have recently told local residents that further work on the site will be suspended until 2023.

Concord House, 61 High Street, TW8 0AH
Following planning decisions in 2014 and 2015, Concord House currently contains 14 self-contained flats. In September 2022 Grovepoint Properties Ltd. submitted a planning application for conversion to create 64 student accommodation units, an extension at ground floor level and third floor together with associated works.
Concord House lies within the St. Paul’s Conservation Area. The existing timber cladding would be replaced by brown and red brickwork, white stucco render, and black/grey windows

Churchill House, 114 Windmill Road, TW8 9NB
In November 2018 Merchant Land Ltd. held a public consultation on its proposals for 90 new homes on this light industrial site immediately to the south of St. Faith’s Church.
A planning application (P/2021/0584) was submitted on 4 March 2021. The proposal is for the demolition of the existing commercial buildings and a phased residential redevelopment providing 74 dwellings within two blocks ranging between four and eight storeys in height (33 dwellings in Building A (Phase 1) and 41 dwellings in Building B (Phase 2)) and associated works including car and cycle parking and hard and soft landscaping.

PLANNING APPLICATIONS PERMITTED
Holly House, Chiswick Roundabout, junction of Gunnersbury Avenue and Great West Road, W4 5QB (Chiswick Gunnersbury Ward)

A new planning application (P/2021/3510) was submitted for this site. This proposal was the latest on the site. Previous schemes were known as the Chiswick Curve, the Citadel, the Octopus, and the Pinnacle.
The planning application was considered by Hounslow Planning Committee at their meeting on 12 January 2023 and the committee resolved to permits the scheme.
The proposal is for the redevelopment of the site to provide a mixed-use building of 24 storeys, (ground plus 23 with a mezzanine), comprising 255 dwellings; residential amenities; flexible office/retail at ground; office from ground to level 3; basement car and cycle parking; hard and soft landscaping; highway works; and all necessary ancillary and enabling works associated with the development.

The height of the building will be 89.92 metres above ground level, or 100.92 m. above ordnance datum. The 24 storey building can be compared with the maximum of 18 storeys on the Ecoworld development adjacent to Brentford Community Stadium, the 22 storeys of Brentford Towers in Green Dragon Lane, and the 27 storeys (92.9 metres) of the Kew Eye at the Great West Quarter.
Manderson House, 24 Commerce Road, TW8 8LH

In September 2022, a planning application (P/2022/2379) was submitted by Euthenia Developments Ltd. for the redevelopment of the existing offices and storage buildings. The proposal includes a double height, ground floor podium providing 2,532sqm of flexible commercial floorspace, and two residential buildings of 7 to 9 storeys. 111 flats would be provided, of which 40 (36%) would affordable.
The developers say that “Our vision is to create a new “Makers' Yard”, combining ground floor light industrial spaces continuing a long tradition of employment uses on Commerce Road, with residential above, creating new homes in this part of Brentford”.
At their meeting on 8 June 2023, Hounslow Planning Committee resolved to permit the planning application
West Cross House, Great West Road, TW8 9EP
In January 2022, Legal and General Insurance, the owners of the site, submitted a planning application (P/2021/4973) for the redevelopment of two buildings immediately west of Currys/PC World.
The planning application was approved by Planning Committee at their meeting on 30 June 2022. The proposal is for the phased redevelopment of 1 West Cross Way, West Cross House, and 1-6 Windsor Close across two phases.
The first phase of the development will comprise the conversion and refurbishment of 1 West Cross Way from light industrial use to offices and a showroom for Renault’s UK headquarters. This element of the proposal is anticipated to create 52 jobs.
The second phase of the development would immediately follow the conversion of 1 West Cross Way and will include West Cross House and 1-6 Windsor Close. Following the demolition of existing buildings, the proposed 5-storey building would comprise 13,042 square metres of gross external area floorspace. This would include flexible industrial/storage use at ground floor level , together with office and ancillary space at first, second and third floors. This element of the proposal is predicted to create 260 direct jobs through the operational phase.
The area to the north of the current proposals is not part of these proposals, but it is allocated in the Great West Corridor Local Plan Review for 1,800 homes, co-located with industrial uses.
Charlton House and Albany House, Albany Road/Ealing Road, TW8 0NG / TW8 0JT

LB Hounslow, as part of the borough-wide programme to regenerate its 171 estates, have been consulting with residents at Charlton House and Albany House to ensure any plans drawn up are inclusive of the needs of the existing households and community.
The 91 existing homes will be redeveloped to provide 209 new homes (a net increase of 108), of which 162 will be for council rent. Retail and office provision will be retained at ground floor level.
A planning application (P/2021/4783) was submitted in December 2021. Hounslow Planning Committee, at their meeting on 21 March 2022, resolved to approve the application. Development is scheduled to commence in March 2023 and to be completed in June 2026.
Tesco and Homebase Sites, Osterley

Planning applications for the development of these sites were submitted on 14 September 2020 by the developers, Berkeley Homes/St. Edward. These are a full application for the Homebase site and an outline application for the Tesco site. They were approved by the borough planning committee on Thursday, 8 April.
In January, revisions were submitted to the earlier plans for both sites. The main changes relate to energy strategy and some minor changes to the junction at Gillette Corner. In December 2020 the Borough's Affordable Housing Committee resolved to purchase 164 flats within the Homebase development, subject to planning permission being granted for the scheme.

Tesco Superstore (to be known as “Osterley Place”)
The proposals include buildings ranging from 5 storeys on the Syon Lane frontage to 17 storeys on the eastern edge of the site; 1,670 new homes (35% affordable); 46,000 sq. ft. commercial floorspace and 3,000 sq. ft. community centre. 625 car parking spaces.
Homebase (to be known as “Syon Gardens”)
The proposals include buildings up to 17 storeys high; 480 new homes (35% affordable); about 8,500 m 2 of commercial space including a Tesco Extra store with sales space less than the current store; and 500 car spaces of which 400 will be for the new Tesco store.
In December 2020, LB Hounslow resolved that, subject to planning permission being granted, they will purchase 164 of the completed flats for council rent.
The planning applications for the Tesco and Homebase sites were called in for decision by the Secretary of State. Following the conclusion of a public inquiry in September 2022, a decision is expected in July 2023.
B&Q site (“The Fourth Mile”), Larch Drive, Gunnersbury Avenue (Chiswick Gunnersbury ward)

A planning application (P/2019/3954) was submitted in October 2019 for a development of up to 16 storeys containing 258 flats, a four star hotel with 219 rooms, community space and office/retail including a 33,000 m 2 “Technology Showcase” for the automotive industry.
Following consultation with officers at LB Hounslow, the Greater London Authority, and Historic England, a set of revised documents was submitted in February 2021. Changes include the reduction of the number of flat from 258 to 234; a reduction in the size of the hotel from 219 to 197 rooms; and a reduction the height of the four blocks be between 0.65 metres and 11.65 metres.
At their meeting on 2 December 2021, the Planning Committee resolved to approve the planning application. A decision on a related application for a large illuminated advertisement was deferred.
Old Police Station , Half Acre and Watermans and Max Factor ("Albany Riverside")
Two planning applications have been approved for 193 flats on the Watermans Arts Centre/Max Factor site (P/2017/3372) and the replacement of Watermans (of similar size to existing) plus 105 flats at the Police Station (P/2017/3371). The proposal for the Watermans site was called in by the Secretary of State in April 2018 following objections from Historic England regarding the visual impact from Kew Gardens of its height and massing.
On 31 March 2021 the Secretary of State issued his decision, in which he agreed with the recommendations of the planning inspector, and he granted consent to the development of Albany Riverside.
Land adjacent to 3 Station Parade, Boston Manor Road, TW8 8DZ
In September 2019, a planning application (P/2019/3391) was submitted to build nine flats above new shops on the land next to the Boston Sandwich Bar (best bacon butties in Brentford?) on Boston Manor Road.
The building would be three floors above a ground and lower ground floor with two retail units. There will be no parking spaces. The planning application was granted planning permission by LB Hounslow Planning Committee on 1 October 2020.
In July 2022 an outline planning application (P/2022/2280) was submitted which extends the site area. The revised proposal includes 15 flats, and two retail units.

Sites Under Construction
Heidelberg Graphic Equipment Ltd., 69-76 High Street, TW8 0AA
In April 2022, Fairview New Homes Ltd. submitted a planning application (P/2022/1142) for the redevelopment of this site (also known as Montgomrey’s Wharf). The proposal includes 333 homes (328 flats and 5 maisonettes), of which 100 are classed as affordable (30% of homes and 35% of habitable rooms).

On 28 September, Planning Committee approved the application subject to conditions and legal agreements.
A total of 1,705 sq.m. of flexible commercial floorspace is proposed, including retail, a café, and light industrial/workspace. The tallest part of the development would be 11 storeys (37.2 m. and 39 m. to parapet) compared to the highest part of the adjacent Ballymore car park at 35 metres.
The applicants assert that “all reasonable efforts have been made to reduce on-site CO 2 emissions”. The remaining lifetime CO 2 emissions will be offset through a carbon offset payment.

Citroen (L&Q) site, Capital Interchange Way
L&Q submitted a planning application (P/2017/4692) in November 2017 for 425 flats and 5 houses in five blocks of 12-18 storeys. This application was refused in January 2018 and it was then called in for decision by the Mayor of London who permitted the development before the application was then called in by the Secretary of State. An appeal was lodged in April 2019 and a public local inquiry was held in January/February 2020.
In September 2020 the Secretary of State permitted the development for a mixed use scheme of 441 homes including 50% affordable housing, flexible uses (within Classes A1, A2, A3 and B1) and a nursery (Class D1). The development will comprise buildings of 12, 13, 16, 17 and 18 storeys in height.
Royal Mail Delivery Office , 50 London Road, TW8 8AP
A planning application (P/2020/1361) was received on 23 April 2020. The proposal is for 69 flats with a target of 40% affordable units, arranged in three blocks up to 6 storeys plus ground floor. Flexible workspace units would be provided at ground floor level. This application was considered by the Planning Committee at their meeting on 3rd December. It was approved subject to conditions and the completion of a satisfactory Section 106 agreement.
1-4 Capital Interchange Way, TW8 0EX
On 5 September 2019 Hounslow Planning Committee resolved to approve an application (P/2018/4117) subject to referral to the Mayor of London, to conditions, and the prior completion of a satisfactory S106 agreement or unilateral undertaking. The proposal is for 420 homes, with commercial and retail floorspace, arranged in three towers of between 8 and 16 storeys. The development was permitted by LB Hounslow in March 2020.
Morrisons Supermarket, 228-246 High Street, TW8 0JG
Planning permission was originally granted to Essential Living in May 2018 for the redevelopment of the supermarket to include 3,502 sq.m. retail use and 221 private rented flats. L&Q subsequently bought the site and they submitted a revised application for non-material amendments to the number of dwellings (reduced from 221 to 215), dwelling mix, design etc. Following the submission of revised drawings this application was approved by Planning Committee on 9 July 2020.
Land south of the High Street, Brentford
A detailed permission for Blocks B, C and K and an outline permission for the remainder of the site was approved in April 2015. A Compulsory Purchase Order was approved in March 2018.The development will comprise a mix of 867 residential units, commercial, retail and parking. The car park in Dock Road (Block G) was approved at Planning Committee on 1st August 2019, subject to the completion of agreements.
A planning application (P/2020/1335) for “non-material amendments” to the approved scheme for Bocks B, C, and K was submitted in April 2020. These amendments arose largely from the needs of Morrisons, the proposed occupier of the supermarket in Block B, and they include an upward revision of about 400 sq. m. in the gross area of the supermarket. Plans for the provision of a boutique cinema on the ground floor of Block C appear to be firming up.
In June 2020 three planning application were submitted for St Lawrence's Church and the burial grounds.
P/2020/1834 a reserved matters planning application for a 6-storey building (plus ground floor} of 18 flats, landscaping, public open space etc. This application has been approved.
P/2020/1869 a full planning application for change of use of church, erection of new building for health and fitness use, construction of swimming pool facilities etc. The issue of a decision on this planning application is awaited.
P/2020/1885 an application for listed building consent to change the use of the Church to retail, business, and community and leisure use, and external and internal alterations to the listed building. The issue of a decision on this planning application is awaited.
Block D, on the western corner of High Street and Catherine Wheel Road is to be developed by LB Hounslow, having been transferred to them by Ballymore. A planning application (P/2017/3946) for 96 social housing flats and ground floor retail was approved in March 2020.
A planning application for reserved matters for 181 flats has been submitted for Blocks E & F (P/2021/4778) and a decisions is awaited . Planning permission (P/2021/4779) for reserved matters for Block J , including 166 flats, was approved in May 2022.
Planning applications for reserved matters are awaited for Blocks H and L.
Rear of Kew Bridge Station/The Express Tavern, Kew Bridge Road, TW8 0EW
A planning application (P/2017/1203) for 30 flats of which 15 would be at "affordable rent" was approved by Planning Committee in December 2018. The development would include 4 studios, 21 x 1 bed, and 5 x 2 bed. The site is cleared. A revised application (P/2020/0757) was approved in October 2020 for a similar size (6 storeys) but with 14 x 1 bed and 16 x 2 bed flats.
On 28 October 2020 a further application was submitted to increase the height of the building to 8 storeys plus ground floor. This application was refused in September 2021.
The site is now under construction but in December 2021 a further planning application (P/2021/4810) was submitted to extend the approved development for 6 storeys by an additional 3 storeys. This application was refused in May 2022.
Brentford Community Stadium , Lionel Road South, TW8 9QR
The construction of the new stadium for Brentford FC is completed. Outline permission for 910 flats was approved in December 2015 (P/2013/1811). A further application (P/2017/3891) was approved in December 2017 giving 740 flats full planning permission.
The capacity of the Stadium is 17,250 and Brentford plays its matches there in the Premier League.
Duffy Site, Lionel Road South, TW8 0JA
Pre-application proposals for the Duffy site were exhibited in December 2018. A planning application (P/2019/0285) was submitted in January 2019 and is still in progress. The 275 flats proposed for the Duffy site would give a total of 1,015 flats for the Brentford Community Stadium development, 105 more than in the original outline permission for the site as a whole. Development on the Duffy site is planned to commence in late 2021.
Brentford Lock West Phase 3, Commerce Road, TW8 8LR
Phase 3 of the Waterside Places' scheme (P/2018/2168) will deliver seven new buildings ranging in height from 5 to 10 storeys comprising 452 new homes (187 affordable) alongside commercial and retail space. The development will include a new public square as well as a new public footbridge across the canal to Robin Grove Recreation Ground
This stretch of the Grand Union Canal will also see towpath improvements, new mooring facilities and the renovation of the existing dock. The existing overhanging warehouse building will be retained following partial reconstruction.
A new bus depot will also be constructed as part of the wider Brentford Lock development to replace the existing Metrolink facility.
92-94 Windmill Road, TW8 9NA
Planning permission was refused by LB Hounslow in April 2017 for the erection of a part 3, part 4 and part 5 storey building comprising a ground floor office/showroom with the creation of 9 flats and associated parking spaces. The proposal was subsequently permitted on appeal in June 2018. The site is now under construction.
